From what I can make out they are building this in the middle section so hopefully leaving the rigging area alone where they had originally intended to build it. Mind you I fear that once they have build this they will hike the prices up. I was quite happy with the £7 and the trek up the hill if I needed the portacabin facilities.

It looks like Sailing at Llandegfedd will not restart until next year. I've just found the following in the Welsh Water Feb newletter on the Sailing club site:

The builds are both underway but have struggled to keep to program with the appalling wet weather. The project team have
successfully trialled a prototype casting of the concrete pillars for the visitor centre and the steel frame of the water sports
centre is up. Our priority is site safety, and the fact that there have been no accidents is a very positive and important statistic
for the project team.
At the latest project meeting on28th Jan 2014, the question of permitting sailing or any other water sports to resume at
Llandegfedd was discussed as a priority. The outcome of the meeting was not favourable, and the lead
water sports and angling organisations have already been informed that neither building will be ready before October 2014.
We aim to open the new cafe to visitors in October 2014. The water sports centre will be available for use in March 2015.
The opening celebrations for the Water Sports centre and the Visitor centre will be held near Easter 2015.
Several issues have conspired to cause this delay. One is that some major components of the water sports centre, namely
the glass, is subject to very significant delay on delivery date. This has caused the projected completion for the water sports
centre to be the second week in September. For this reason it is now estimated that allowing for unforeseen events that may
cause further delay, and to allow for a handover period on the building itself, the water sports centre will not be completed
and useable until October, probably at the earliest. Another issue is that the site is made more complicated to
access by the waste water drain that will be an obstacle to site traffic movements for the remaining months of the build.
The logistics of admitting vehicles will be made that much harder, and these difficulties have also contributed to the
decision to postpone re-opening Water Sports Bay until the start of the 2015 season.
The deluges of rain throughout the period since before Christmas have delayed the build by at least three weeks.
This delay threatens to impact the cost, and we are therefore less inclined to ask the builders to operate around water sports
users in 2014 if it will impact the cost of the project.The disappointment that this will represent for our Water Sports
and Angling users is fully appreciated. We hope that by making the announcement now, we will be giving customers a chance
to make alternative arrangements for the 2014 season, away from Llandegfedd.

Looks like things are coming together and they are starting to think about pricing next year, I hope all the work doesn't price it out of range as a flat water options:

We expect the construction of the Visitor Centre to be complete
by December 2014 and the Watersports Centre by early November
2014. This means that with both buildings we have time to settle
in before the start of the new sailing and fishing seasons on
1st March 2015. Project manager Gary Phillips will soon approach the sailing club in order to discuss temporarily re-housing the clubs boats
and equipment currently stored in their double end-to-end steel
container. The existing location of the container will be the site of
a small pump house kiosk above a large underground tank for the
waste water from the water sports centre. In the future the boat
store will provide storage for the club and the cadets, sea-scouts,
but there will be interim storage provided for the displaced sailing
club items, as the new boat store will not be built before the tank
goes in. The Sailing Club and our other customers are all keen to know what the prices will be in the new season, and we are undertaking to publish these before the end of the year.
